On 25 June 1992,the Heads of State and Government of eleven countries: Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Turkey and Ukraine signed in Istanbul the Summit Declaration and the Bosporus Statement giving birth to the Black Sea Economic Cooperation (BSEC).

It came into existence as a unique and promising model of multilateral political and economic initiative aimed at fostering interaction and harmony among the Member States, as well as to ensure peace, stability and prosperity encouraging friendly and good-neighborly relations in the Black Sea region.

BSEC covers a geography encompassing the territories of the Black Sea littoral States, the Balkans and the Caucasus with an area of nearly 20 million square kilometers and a region of some 350 million people with a foreign trade capacity of over USD 300 billion annually. After the Persian Gulf region, it is the second-largest source of oil and natural gas along with its rich proven reserves of minerals and metals.

Education is a key component when facing the new challenges of the economy and society whilst in the process of securing sustainable development, stability and prosperity in all the BSEC Member States.

Peoples of the Black Sea Region have a good and promising potential in Education which may serve as a tool in the modernization of the economies and deeper regional integration. Cooperation in this field among Black Sea countries is preponderant to further enhancing better understanding and more diversified cooperation in the Black Sea.

Promoting regional cooperation in the field of Higher Education, joint research projects and programs and greater valorization of the educational potential, encouraging higher student’s mobility and exchange among Member States are main objectives of the activities in this field. Establishing the European Higher Education area according to the objectives set by the Bologna Process is considered as one of the most important issues of cooperation.

By following above principles, a new Portal for Higher Education has implemented. Its main purpose is to enhance the collection and dissemination of information in the field of higher education and specifically in regard to the legislative, regulatory and standard framework in the field of education, with particular emphasis on university research. Portal has a lot of useful functionalities that will help users to find necessary information in Education fields.
